This letter is to document the April 16 telecon between M.
Fairtile of the U.S. NRC and W.
M.
Alden and L.
F.
Rubino of Philadelphia Electric Company concerning the phrase "The average level of irradiation of the irradiated fuel from the reactor shall not exceed 33,000 MWD /MTU in accordance with Tables S-3 and S-4 of 10CFR Part 51".
This phrase was added to the Maximum Average Planar Linear Heat Generation Rate figures during the review period for several approved reload fuel license amendments for Peach Bottom Atomic Power Station Units 2 and 3.
The Philadelphia Electric personnel requested confirmation of the intent of this phrase to permit proper compliance.
Mr. Fairtile advised that the phrase was not intended to restrict fuel irradiation levels achieved in the reactor, but is intended to apply to the average irradiation level of-all irradiated fuel discharged from the reactor to the spent fuel pool for applications pertaining to the potential future transportation of irradiated fuel.
Mr. Fairtile advised that no surveillance requirement is needed until such time of transport of irradiated fuel.
