This refers to the special closecut inspection conducted by Ms. N. A. Nicholson of this office on March 9-11, 1982, of activities at the American Bearing Corporation facility, 429 South Harding Street, Indianapolis, Indiana, authorized by Atomic Energy Commission (AEC) expired License No. C-3737 and to the discussion of our findings with Mr. G. L. Stukenbroeker on March 18 and 24, and April 19, 1982.

As discussed in our December 22, 1981, letter, the Uranium Fuel Licens-ing Branch (UFLB) of NRC Headquarters office contracted Oak Ridge Associated Universities (ORAU) to conduct a verification closeout survey of the above facility on March 8-12, 1982. The inspector accompanied the survey team to observe the status of the facility and take independent measurements. ORAU's preliminary results indicated localized areas of the Special Products Area (SPA) floor and ceiling, and loading dock floor exceeded contamination levels specified by the Draft Guidelines for Decontamination of Facilities and Equipment.

ORAU and your contractors, Radiation Management Corporation (RMC), returned to the site the week of March 29, 1982, for a joint decontamination-resurvey effort of the above identified areas.

Subsequent radiological measurements were less then the Guidelines with the exception of an SPA ceiling beam and the loading dock sump southeast inflow pipe. A small area at elevated soil concentra-tion was found in the alley at the northeast corner of the SPA room.

The origin of the sump southeast inflow pipe is unknown.

You stated during the April 19, 1982 telephone conversation, this pipe carried runoff from the SPA roof; however, this pathway could not be verified during either site visit. ORAU is contacting the City of Indianapolis for any available diagrams of the sump inflow and outflow.

Final survey results are pending; ORAU will issue a draft report 'or comment. Final determination regarding the facility release status will be issued from the UFLB.
