OFFICE OF INSPECTION AND ENFORCEMENT BULLETIN 80-17, SUPPLEMENT 4 -
RII:JPO 50-259, -260, -296 - BROWNS FERRY NUCLEAR PLANT This is our final response on the subject bulletin. We have provided this status verbally to NRC resident inspectors at Browns Ferry Nuclear Plant.
The two-monitor system (Krautkramer) described in our previous correspondence to you on this subject was declared operational on February 2, 1981 on unit 3 and February 9, 1981 on units 1 and 2.
The four-monitor (General Electric Company) systems which replaced the Krautkramer system were made operational on unit 2 on June 7, 1981, unit 1 on September 25, 1981, and unit 3 on April 5, 1982.
Specific information in regard to the bulletin items is as follows.

The testing required was completed on unit 2 on June 7, 1981, unit 1 on September 25, 1981, and unit 3 on April 5, 1982.
Krautkrar.er System The testing in the bulletin was completed on February 9, 1981 on all three units. This satisfies the bulletin testing iequirements.
3 Interim Manual Surveillance Manual surveillance has been discontinued except for cases where the CMS becomes less than fully operable. Manual surveillance as described in the bulletin will be performed as required.

Full Testing of CMS to be Conducted Dur!<;g a Planned Outage Full testing on unit 2 was completed on June 7, 1981, unit 1 on September 25, 1981, and unit 3 on April 5, 1982.

Operability of CMS During Reactor Operation Appropriate instructions have been revised to include the bulletin requirements. Proposed technical specifications were submitted to NRC-NRR on March 3,1981 and have been withdrawn at NRR's request. We have been unable to determine limits on service life of system components; therefore, repair or replacement is presently based on the system operability.

Operating Procedures Appropriate procedures have been developed in response to the i
bulletin. Refer to the response to item 5 regarding exceeding system design specifications.
