Limiting Conditions for Operation on Containment Purge Isolation Valves The Commission's letter to Omaha Public Power District, dated February 24, 1982, asked the District to add a limiting condition for operation (LCO) to the Technical Specifications for the Fort Calhoun Station related to the containment purge isolation valves. In response to this request, we have revised our amendment application, previously submitted November 3, 1981, to include a LC0 on the containment purge isolation valves. Part of the LC0 recommended in your February 24, 1982 letter required power to the purge isolation valves be disabled. The District has not in-cluded this requirement, since it would remove valve position indication in the control room, as detailed in the discussion attached to the revised application.

The District has also revised the November 3,1981 application regarding the frequency of the leakage tests on the purge isolation valves. The Comission recommended testing on a six month interval and the District has revised this to require leak testing of the purge isolation valves following usage and prior to heating the plant up. Our justification for this change is detailed in the discussion on the attached appli-cation.

The District is still evaluating the possibility of installing an eight inch mini-purge system. However, we believe the comitments made in the attached license amendment application are adequate for closing out the Commission's concerns regarding conformance to the Standard Review Plan,

Accordingly, the District' considers this issue closed. If, as a result of our evaluation, we determine a need for an eight inch mini-purge system, we will submit our designs and justification at that time.
