In regard to the public meeting with the Advisor anel for the Decon-tamination of TMI-Unit' 2 of March 23, 1982, and subsequent report pages 1-57, may I draw your attention to Page 23 in which you ask Comissioner Minnich if the proposal concerning the continuance of the deferred energy surcharge was brought to the attention of the _
Pennsylvania PUC.
Attached please find copies of correspondence to yourself, Chairman Susan Shanaman of the Public Utility Comission, Comissioner Ahearne, Senator Hatfield and Governor Thornburgh concerning my funding proposal. Additionally, I have included the formal statement to the U.S. Senate Appropriations Committee, Energy and Water Resources Subcommittee in which I outline in greater detail my suggested movement for funding participation by the ratepayers and eliminating the Unit 1 start up as a drigger to gain the $25 million in clean-up funds as suggested in Phase II of the Pennsylvania PUC decision.
In effect, if this proposal was reviewed and accepted by, the Pennsylvania PUC, it would mean that CPU Nuclear would gain not merely the $25 million due to a re-start of Unit I but rather would gain $25 million plus an additional 535.7 million (deferred energy surcharge revenues) giving the company 560.7 million for clean-up without making Unit 1 a condition to gain access to only $25 million.

Chcirman Shanaman, I am intimately aware of your long-standing position to protect ths'ratepayers from unnece'ssary and excessive rate increases to finance the clean-up of Three Mile Island.
I admire and respect your position on this matter.'
Cartainly without your voice, the ratepayers would not have had any effective representation.
It is not my intent to arbitrarily'or' cap ~ric~io6 sly enter' th'e public debate on this' issue.
However, my concerns' are real 'and I believe reflect the prevalent attitude cmsng the people of Dauphin County.
I.t is in this spirit that I wri.te to you today.
My suggestion for a review of your recent P.U.C. decision concerning cisan-up financing and operations is based on a deeply felt concern to separate rsstart from clean-up operations.
Phase II of your decision makes TMI-l restart a condition for the utility to gain access to $25 million in clean-up monies.
I think it is unwise and extremely bad judgment to make restart a condition for receiving clean-up monies.
In order to address the needs of the utility, and most importantly to ensure health cnd safety to the people who live in this community, I implore you to re-eva'luate this linkage.
I would suggest that clean-up be financed through a continuation of the deferred snargy surcharge which would provide over $35 million in continuing revenues u a trigger to receive the $25 million in Phase II.
Rntepayers are already accustomed to this surcharge and, while a continuation of this payment may be viewed as a financial hardship, the consequences of a premature rostart and subsequent failure of. Unit I would undoubtedly produce a much more scvere financial handicap to both the ratepayers and GPU Nuclear.
