3 AFW SYSTEM RELIABILITY

Reference:

(a) J W Cook Letter to H R Denton, Serial 16008, Dated 3/1/82 (b) R L Tedesco Letter to J W Cook, March 26, 1982 CP Co met with the NRC Staff on April 15, 1982 to appeal the Staff requirement for the addition of a third AFW pump (Reference b) and to show that the new NRC guidelines for AFW system unavailability provided in the Standard Review Plan published July 1981 could be met with slight modifications to our existing two pump design (Reference a).

At the appeal meeting, the Staff indicated that a third pump was still necessary to reduce system unavail-ability and thereby provide an additional margin of safety.

CP Co has decided not to pursue the appeal process any further and, based on our understanding with the Staff, commits to add a third non-safety grade motor driven AFW pump to each Midland unit. The new full capacity pump will be powered from a IE bus, will be located in the turbine building and will have an automatic start feature.

It is understood that the Staff has agreed that the pump should be load shed on ECCAS and will be automatically sequenced onto the diesel generator fed IE bus on loss of offsite power, low level in both SG's, and no ECCAS.

In order to enable this new requirement to be carefully and properly engineered, constructed, and integrated with the existing system, the third pump will be installed as a plant modification project after startup and will be completed not later than the end of the second refueling outage for each unit.
