This refers to the inspection condected by Wm. D. Kelley of this office on February 23-26, 1982, of your (acility at Williamsport, Pennsylvania, and to the discussions of our findings with members of your staff at the conclusion of the inspection.
This inspection was made as a result of the issuance of:
(1) a construc-tion deficiency report by Mississippi Power and Light Company concerning the premature opening of torque switches on valves installed at the Grand Gulf Nuclear Plant as a result of excessive threads on valve stem protectors; and (2) a potential 10 CFR Part 21 report by Pennsylvania Power and Light Company concerning cavitation and/or difficulty in the throttling of certain valves installed in the Susquehanna Steam Electric Station.
Areas examined during the inspection and our findings are discussed in the enclosed report. Within these areas, the inspection consisted of an examination of procedures and representative records, interviews with personnel, and observations by the inspector.
Within the scope of this inspection, we found no instance where you failed to Licet URC requirements.
In accordance with 10 CFR 2.790 of the Comission's regulations, a copy of this letter and the enclosed inspection report will be placed in the NRC's Public Document Room.
If this report contains any information that you believe to be exempt from disclosure under 10 CFR 9.5(a)(4), it is necessary that you (a) notify this office by telephone within 10 days from the date of this letter of your intention to file a request for 5
