Response to Inspection Report 81-27 File: A-102, NRC-4, Inspection Report 81-27

Dear Mr. Keppler:

This letter responds to Mr. Spessard's letter of March 15, 1982, concerning the routine safety inspection conducted at the Duane Arnold Energy Center on December 1,1981 through January 31, 1982. The following response describes the actions that have been taken to correct the item of noncompliance noted in the subject Inspection Report.

Violation Technical Specification 6.8.3 states in part, " Temporary changes to procedures...shall be documented and promptly reviewed by the Operations Connittee and by the Chief Engineer." Administrative Control Procedure 1402.2, Section 6.3.4, states in part, " Temporary revisions shall be submitted to the Operations Committee and Chief Engineer within 30 days for review.

Contrary to the above, Document Change Forms 3197, 3246, 3253 and 3320 were not reviewed within 30 days.

This is a Severity Level VI violation (Supplement I).

This revision provides a method to ensure the temporary revision Document Change Forms are expeditiously sent to the Operation Committee for review and approval.

Date when full compliance will be achieved:

The revision to the Administrative Control Procedure will be fully implemented by May 15, 1982.
