Dear Mr. Collins:

We have received your comments as provided in Reference 2 above, and we offer the following clarification.

Item 4 The i$ tent of Item 4 as written is to initiate the EWA system through the State.

Your comment concerning full demonstration to inelude notification to the State needs some clarification.

With the tone alert system that we have, we have no choice but full activation of all radios.

You should also be aware that initiation of the EWA system is the responsibility of the State, and as the. Licensee, we only provide advice to the State.

It is the intent, however, to activate the tone alert radios in the EPZ.

It is also the intent to activate the EBS. The terms "to a limited extent" were included in our scope in that we intend to activate only one EBS station, and we intend to broadcast only one test message.

In other words, we do not intend to continue EWA or EBS broadcasts throughout the course of the exercise.

l Key emergency response personnel include those personnel assigned to the TSC and FCP and the managers of the PCC.

It also includes health physics monitoring teams and key security personnel.

Other security personnel required for routine activities will return to those duties as we do not intend to restrict routine site ingress and egress for the total duration of the exercise.

We have not as yet developed a detailed scenario, but at the present time we do not have any intent of involving the fire brigade.

To this end, the fire brigade is not specifically named as key emergency response personnel.

Objectives Item 1 The term " response organizations" as utilized in Item 1 is intended to mean

State, Local, and Licensee response organizations.

With regard to your comment concerning off-shift activities we do not intend to conduct this wercise during off-shift hours.

Given that this exercise is a joint participation exercise it is not possible for us to exercise off-shift activities independent of the state and still maintain the control and flow of the exercise with off site agencies.

In this respect, this objective is not included in FOSAVEX-82.

We trust the above comments provide adequate clarification, and we will proceed with preparation of our detailed scenario.
