SUBJECT:
WESTINGHOUSE PRESSURIZED WATER REACTORS, SECONDARY POWER OPERATED RELIEF VALVES During continuing review (my memo to you dated 2/11/77, same subject) of the emergency procedures and the FSAR, Section 14, at the Kewaunee plant concerning the steam generator tube failure incident, an additional question was generated concerning the classification of the secondary steam generator power operated relief valves as nonsafety related in the Kewaunee and other PWR plants.
The secondary power operated relief valves are s>ecifically utilized during a steam generator tube rupture incident, coinci ent with a loss of power (assumed) to cooldown the primary system via t!.e unaffected steam generator
.by releasing steam to the atmosphere.
Subseq'_ent to the cooldown of the plant and the depressurization of the primar" system to below the secondary plant safety valve setpoints, the offsite r: lease can be terminated without exceeding the 10 CFR 100 limits.
Because the secondary power relief valves are being assumed available for the incident by the FSAR safety analysis:
1.
The secondary power operated relief valves should be considered safety related and appropriately upgraded.
2.
The secondary power operated relief valves should be covered by a specific Technical Specifications requirement.
