Dear Mr. Felton:
Pursuant to the Federal Freedom of Information Act, the Union of Concerned Scientists requests copies of the following documents, all of which relate to a report entitled " Recommendations of TMI-2 IE Investigation Team (Operational Aspects)" dated September, 1979
(" Martin Report").
This report was authored by the so-called OIE Operations Team headed by R.
D.
Martin, with R. J. Marsh, D.
C.
Kirkpatrick, D.
R. Hunter, T. T.
Martin and A.
N.
Fasano as members.
It is currently the subject of a motion to reopen the TMI-l hearing record filed by the Union of Concerned Scientists and a preliminary hearing which has been ordered by the TMI-1 Licensing Board to commenee on March 18, 1982.
Therefore, a timely response to this request is essential.
I am sending a copy of this request to Mr.
Cutchin of OELD who should be able to assist you in locating the requested documents, which are as follows:
1.
All documents, memoranda, drafts, etc. written by OIE Operations Team members related to the development of the recommendations subsequently compiled in the
" Martin Report."
2.
Minutes or summaries of all meetings and telephone conversations of the OIE Operations Team members.
3.
All documents, memoranda, drafts, etc. written by the TMI Action Plan Steering Group concerning the rationale for rejecting recommendations contained in the " Martin Report."
4.
All documents, memoranda, telecons, etc. written by members of the OIE Operations Team related to the TMI Action Plan.
