' ire 2 ??. 5 ART::LE ! - ?ACKG?OL'ND Since its structure as an inde:encen: Saverr er.: acency in '.'7E, the Nu:' ear Regulatory Commission (NRC) has essentially usac the security survey ferra; and crocedures, related to the protection of classifiec matter, which were.ir ccamon practice in the Atomic Energy Commission (AEC).

To cate, these surveys have been conducted principally by personnel who were trained curing the AEC's existence.

Because of the different scope of the NRC's mission in the area of National Security, as opposed to the AEC's and the need for formalized written procedures - particularly when the Regionalization concept may rapidly increase the number of personnel who will have to conduct such surveys in a short tiene period.

Since this will be a different form of inspection for these individuals, a security survey manual would be valecble to them and to security officials with program oversight.

ARTICLE II - SCOPE OF WORK The contractor shall develoo security guides for the survey of NRC and NRC contractor facilities possessing or recuesting authority to possess NRC clas-sified matter, the survey of licensee or license related facilities possessing or recuesting authority to possess NRC classified matter under the authority of 10 CFR Parts 25 and 95, and for the appraisal of NRC Headouarters and Regional security survey programs.

The security survey guides for NRC, NRC contractors and licensee and license related facilities will be in the general format of and address the tooics listed in Appendix A.

Tne acoraisal guide will be in a format similar to the security survey ;.uides and address the same topics, but the emphasis will be shif ted to reflect the perspective of program ove rs ight.

Specifically, it will allow tne appraiser to evaluate how well subordinate offices are performing their responsibilities of accomplishing securi ty surveys.

These topics, included in Appendix A, are not intended to be all inclusive nor do they recuire equal weight.

The contractor may propose additional items, different organization of the format, etc., if analysis of the requirements indicates modification is desirable.

The manual should be written at a level appropriate for use by college grad-uates who have a professional security background.

However, their background

Tne manual should be a comorehensive list of cuestions and other items that should be covered during a survey.or appraisal, and in the form of a " checklist" with explanatory narrative and should contain a sample

" Security Survey Summary" form comparable to the NRC Form 140A, " Security Survey Report."

ARTICLE III - PERIOD OF PERFORMANCE April 1, 1982 The period of performance under this contract shall commence on and all work shall be completed by December 22, 1982.

ARTICLE'IV - CONSIDERATION in full consideration of the Contractor's performance hereunder, the NRC shall pay the contractor 59,800.

Page 3 of 5 ARTICLE VI - DELIVERY SCHEDULE AND PAYtENT Contractor shall deliver an outline of the two security survey guides, one for NRC and NRC contractor facilities and one for licensee and license related facilities under 10 CFR Parts 25 and 95 within 45 days of contract award.

The first installment of $2,450 is payable upon delivery of the outline and submission of vouchers in a form satisfactory to the contracting officer.

NRC will review, provide appropriate comments and return the guides to the contractor within 15 days of receipt.

Contractor will deliver final draf ts of the two guides within 60 days of receipt of NRC's comments on the outlines (120 days from contract award).

i The second installment of $2,450 is payable upon delivery of the final drafts l

and submission of vouchers in a form satisfactory to the contracting officer.

j NRC will review, provide appropriate comments and return the guides to the contractor within 20 days of receipt.

Contractor will deliver two copies of the final guides in a clean single spaced typed format 30 days after receipt of NRC comments on the final draf t (170 days af ter contract award).

The third installment-of $2,450 is payable upon delivery of the final copies of the two survey guides and submission of vouchers in a form satisfactory to the contracting officer.

t Contractor will deliver an outline of the appraisal guide within 20 days of delivery of the final survey guides (190 days from contract award).

NRC will review, provide appropriate comments and return the outline of the appraisal guide to the contractor within 15 days.

h Contractor will deliver a final draf t of the appraisal guide within 30 days of receipt of NRC comments on the outline of the appraisal guide (235 days from contract award).

NRC will review, provide appropriate comments and return the final draft of the appraisal guide to the contractor within 15 days.

Contractor will deliver two copies of the final appraisal guide in a clean single spaced typed format within 15 days of receipt of NRC comments on the l

final draf t (265 days from contract award).

l The final installment of $2,450 is payable upon delivery of the final appraisal guide and submission of vouchers in a form satisfactory to the l

contracting officer.

l Payment shall be made approximately 30 days after submission of proper invoice.

Page 4 of 5 ARTICLE VII - PROJECT OFFICER Lewis Robertson is hereby designated as the Contracting Officer's authorized representative (hereinafter called Project Officer) for technical aspects of j

this contract.

The Project Officer is not authorized to approve or reauest any action which results in or could result in an increase in contract cost; i

or terminate, settle any claim or discute arisino under the contract; or issue any unilateral directive whatever.

The Project Officer is responsible for:

(1) monitoring the Contractor's technical progress, including surveillance and assessment of performance, and recormiending to the Contracting Officer changes in requirements; (2) interpreting the scope of work; (3) performing technical evaluation as required; (4) performing technical inspections and acceptances required by this contract; and (5) assisting the Contractor in the resolution of technical problems encountered during performance.

Within the purview of this authority, the Project Officer is authorized to review all costs requested for reimbursement by contractors and submit recommendations for approval, disapproval, or suspension for supplies / services The C ntracting Officer is responsible for required under this contract.

For guidance from the Project Officer to the Contractor to be valid, it must:

(1) be consistent with the description of work set forth in the contract; (2) not constitute new assignment of work or change to the expressed terms, conditions, or specifications incorporated into this contract; (3) not constitute a basis for an extension to the period of performance or contract delivery schedule; and, as stated above, (4) not constitute a basis for any increase in the contract cost.

lhe Contractor shall not publish, permit to be published, or distribute for public consumption any information, oral or written, concerning the resalts or conclusions made pursuant to the performance of this contract without the prior written consent of the Contracting Officer.

(Two copies of any material proposed to be published or distributed shall be submitted to the Contracting Officer.)

l Page 5 of 5 ARTICLE IX - GENERAL PROVISIONS This contract is subject to the Fixed Price Research and Development Contracts Under $10,000 General Provisions dated November 14, 1977, which incorporates the FPR Changes and Additions and the NRC Additions, which is attached hereto and made a part hereof.

Clause 14 entitled " Patent Rights - Acquisition by the Government" is deleted in its entirety.
