Dear Congressman Walker:
I am pleased to respond to your request for information necessary to reply to the enclosed letter from Mrs. Billie Imin, concerning the discharge of radioactive water from Three Mile Island Unit 2.
All water that became contaminated with radioactive materials due to the March 28, 1979, accident, is being stored on the island. Even aftcr processing, the water is still stored and disposition is specifi-cally prohibited by the Nuclear Regulatory Commission as a condition of the plant license. The licensee, General Public Utilities-Nuclear, has not submitted any proposal to the NRC for discharge of this water.
No proposal is expected before early 1983, if then. A detailed review of any proposal, and specific approval by the NRC Comissioners is required before any of the accident-generated water can be disposed of.
In preparation for this detailed technical review, the NRC staff has underway studies to investigate a number of alternatives for disposition of processed accident water, including any potential effects on the envimnment.
It is our intent that the public be sufficiently infonned on the situation at Three Mile Island. As you are aware, the NRC THI Site Office publishes a Weekly Status Report that receives wide distribut. ion, including to local members of the public. There is an NRC office in Middletown where the public can visit and pursue technical issues with our staff members. The NRC TMI Site Office is also available for tele-phone inquiries from members of the general public. The telephone numbers are published in the Harrisburg area directory.
Mrs. Irwin inquired about a Mr. Miller of Amstrong Inc. Edward Armstrong & Sons of Lancaster, removes the human sewage from TMI. All sanitary wastes, whether from temporary, portable or fixed, pennanent facilities on the island, are collected and transported off-site to an approved sanitary waste processing facility. The Honorable Robert Walker of sanitary wastes are produced each week at TMI Unit 2.
For the nature of the TMI activity, this quantity is not considered abnormal (or is considered to be rather small, due to the use of rtable sanitary facilities, and an effort to minimize such wastes.
The information Mr. Miller had access to most likely concerned the amount of waste (identified above as 7000 gallons per week). Also of interest, are the radiation levels in the sewage. They are far below any established limits and are monitored by licensee officials prior to shipment. The liRC on-site staff also checks this monitoring activity.
It is possible that, due to the sensitive natune of the subject, licensee officials have indicated that all such requests for information be for-warded to the licensee's public affairs office, and not be handled by contractors. This is not unusual, and should not be interpreted as an attempt to withhold infonnation.
