REVIEW 0F LICENSE APPLICATION DATED JULY 20, 1981 AND ITS REVISION DATED MARCH 23, 1982, DOCKET H0. 70-2948 I.
Background
By application dated July 20,1981, and its revision dated March 23,1982, tilagara Mohawk requested authorization to receive and store 475 neutron detectors containing a total of less than one (1) g 23sU. The detectors will ultimately be used in the neutron monitoring system to provide infor-mation for operation and control of the reactor. Niagara Mohr.wk's current schedyle plans for receipt of a reactor operating license in March 1986 with receipt of the fuel assemblies approximately six (6) months earlier.
II. Radiation Safety All the detc. tors are sealed sources and contain less than 3.0 mg/ detector.
The license requested is for storage only. Niagara Mohawk plans to request an amendment to the license in mid-1985 for authorization to install the neutron detectors.
The Nine Mile Point Superintendent of Chemistry and Radiation Management, responsible for the radiation safety at both Units 1 and 2,- is responsible for the radiation surve,y of the containers and their contents for surface contamination and for their decontamination, if necessary.
The detectors are then stored in their sealed shipping containers in a locked room within the warehouse in which equipment sensitive to adverse environmental conditions is also stored in a controlled environment. The detectors are stored in a roped off area within this room. An initial survey performed by the manufacturer of the sources indicates a radiation level of <0.1 mr/hr at the surface of the detector paiiages.

... APR 1 S 1982 A weekly visual surveillance of the shipping containers is made to detect tampering with the packages. Since the application does not specify that records of the surveillance are maintained, it is recom-mended that Condition 11 be added as follows:

of the results of each surveillance submitted to the Superintendent, Chemistry and Radiation Management and the Nine Mile Point, Unit 1, Reactor Analyst.
The Superintendent, Chemistry and Radiation Management, is responsible for the radiation safety of both Nine Mile Point Units 1 and 2.

the SNM accountability at Unit 2.
Since the application did not provide for the return of unacceptable neutron detectors to the supplier, it is recommended that Condition 12 l.
be added making this provision as follows:
Condition 12. The licensee shall repackage fuel in accord &nce with 10 CFR Part 71 prior to delivery to a car-rier for transport.
i III. Conclusion and Recommendation i

The receipt and storage of small quantities of SNM in neutron detectors will have no adverse effect on the health and safety of the operating personnel, the puMfc and the environment.
The staff reconmends approval of the requested authorization subject to the conditions specified in Section II.
