SECY 82-101 - Final Rule - Amendment to 10 CFR 3 50.54 (r)
Modification of Requirements for Submittal Emergency Plans by Research and Test Reactor Licensees The Ccmmission, by a vote of 4-0, approved a final amendment to 10 CFR 50.54(r) modifying the dates and associated power levels for submittal of emergency plans by certain research and test reactor licensees.
The Commission requested that:
1.
the amendment be published in the Federal Register; (RES) (SECY Suspense:
April 26, 1982) 2.
appropriate Congressional committees be notified; (OCA) (SECY Suspense:
April 26, 1982) 3.
the ACRS be informed; (RES) (SECY Suspense:
April 26, 1982) 4.
the Federal Register notice be distributed to all affected licensees; and (RES) (SECY Suspense:
May 10, 1982) 5.
a public announcement be issued.

II. SECY 82-102 - Advance Notice of Proposed Rulemaking on Certification of Industrial Radiographers NDTMA Petition for Rulemaking PRM 2)
The Commission, by a vote of 4-0, approved for publication an advance' notice of proposed rulemaking on certification of industrial radiographers.
The Commission requested that; 1.
the advance notice be published in the Federal Register; (RES) (SECY Suspense:
April 26, 1982) 2.
appropriate Congressional committees be notified; 4
(OCA) (SECY Suspense:
April 26, 1982) 3.
a public announcement be issued; (OPA) (SECY Suspense:
April 26, 1982) 4.
a letter be sent to the petitioner informing ^him' of the Commission's action; and; (RES) (SECY Suspense:
April 26, 1982) 5.
each NRC radiography licensee and each Agreement State licensee be mailed copies of the Federal Register _ notice with the recommendation that they be distributed.to individual radiographers.

III. SECY 82-103 - Request for Hearing Following Denial of Renewal of Part 30 Byproduct Materials License The Commission, by a vote of 3-1 (Chairman Palladino, Commissioners Ahearne'and Roberts approving, Commissioner Gilinsky disapproving), approved an order regarding Self Powered Lighting, Ltd's request for hearing.
.The Order' directs the licensee and NRC staff to provide all argument and information relevant to resolving the request.
(Subsequently, the Secretary signed the Order.)

the Office of the General' Counsel to address two questions l
which are being forwarded under separate cover.
