Dear Mr. Schwencer:

During recent conversations with members of the Core Performance Brta:ch and a review of SRP Section 4.2, we have identified a need for a commitmert to perform certain visual inspections of irradiated fuel bundles. The purpose of this letter is to provide a commitment to perform such a post irradiation surveillance program.

This surveillance program will be a routine fuel inspection program which will provide information on irradiated discharge fuel following each refueling. The program will involve visual examination of selected assemblies. Typically, visual examination will be made of five to ten percent of the discharged fuel, concentrating on the lead bundles. Visual examination will include, but not necessarily be limited to, crud buildup, rod bowing, and missing components. Additional fuel inspection will be performed, depending on the result of operational mon-itoring including coolant activity and the visual fuel inspection.

The specifics of this program will be developed in the Refueling Procedures of the Perry Plant Department.
