Background
By letter dated January 29, 1982,1N submitted an application in the form of revised pages to the ITcense which, if approved, I
would authorize the disposal of material containing trace quantities of radioactive materials in a chemical disposal site t
or a sanitary landfill without continuing NRC controls. On February 16, 1982, the transmittal letter was resubmitted, l
thereby deleting an erroneous reference to EPA standards.

Discussion W proposed to modify two pages (pp. 210 and 280) which have Eeen incorporated by reference into the license. Section 2.2.0,
" Solid Radioactive Waste Disposal," provides for the disposal of materials (solid or liquid) containing trace quantities of L
radioactive materials which, under the guidelines of Option 1 i
of the (NRC) Branch Technical Position (SECY B1-576), could be disposed of in a chemical site or a sanitary landfill without NRC licensing controlc. Section 4.5, "Non-Radioactive Industrial Wastes," peovides that industrial waste treatment products s (prinarily CaF ) in which the average _ concentration of uranium 2
constituents does not exceed 3D picocuries per gram shall be mleased for disposition in a chemical disposal site or sanitary landfill without continuing NRC licensing controls. Telephone conversations with Mr. E. Reitler on March 30, 1982 and March 31, 1982, disclosed that liquidsslurries would be used to i
taansport the industrial waste materials into and out of the transport vehicle at the W site and at the disposal sites.

, APR 8 1982 The release of material (primarily CaF ) contaminated with enriched 2
uranium can be safely accomplished provided that:
1.
The maximum concentration of uranium constituents shall not exceed 30 picocuries per gram of dry industrial waste material (primarily CaF ).
2 2.
If free standing liquids are in a shipment of industrial waste material, the uranium in the liquid pluo the uranium in the waste material shall not exceed 30 picocuries per gram of dry waste material.
3.
The licensee shall possess a hazardous waste permit from appropriate State officials prior to disposing of waste material as authorized by this amendment. The permit shall be available for inspection at the Columbia facility.
The first condition is necessary because the Branch Technical Position does not provide for " averaging" the limit nor does W provide limits for such averaging. The second condition Ts necessary so that limits on soluble uranium in the free standing liquid are established.
This application was discussed with Mr. G. Troup, NRC, Region II, on March 31, 1982. Mr. Troup had no objection to the proposed amendment.
III. Co_nclusion_
Subject to the above conditions, the staff reconinends that the license be amended as requested by the applicant.
Such au amendment would have no adverse effect on the public health and safety or on the environment.
