This refers to your consolidated application dated March 12, 1982, for renewal of the Certificate of Compliance No. 9074 for the Model No. Ap-100.
We find your consolidated application to be incomplete. The application does not address all the supplements referenced in the Certificate of Compliance. The application is incomplete in that operating procedures, acceptance tests, and maintenance programs have not been specified.
A revised consolidated application is required which addresses the are'as identified in the enclosure to this letter within 90 days from the date of this letter.

The consolidated report is incomplete in that all appropriate 4
infomation contained in the supplements referenced by the Certificate of Compliance has not been incorporated into the application.
Specific areas are as follows:
i a)
The consolidated application does not address all the nomal conditions of transport. " Penetration" as presented in paragraph 9.7 of the November 18, 1976 supplement has not been addressed l
in the consolidated application.
b)
The consolidated application does not list or make reference to the package drawing and the latest revision level as submitted by the February 22, 1977 supplement.
i c)
Section 2.1 of the consolidated report has not taken into consideration the additional information provided by paragraph 9.2 of the November 18, 1976 supplement and response to Item 3 of the December 16, 1976 supplement.
d)
Section 3.1 should provide only the pertinent information given in response to Item 4 of the December 16, 1976 supplement.

e)
Section 4.1 cask weight does not agree with weight given on page 1 of consolidated report. Consideration should be given to the infomation provided in paragraph 9.4 of the November 18, 1976 supplement.
f)
An analysis of the lid lifting system is presented twice.
Once on page 9 and a second time on page 15. The analysis on page 15 appears to be the analysis given in the January 21, 1977 supplement which would represent the latest of the analyses presented. The report should contain only one analysis, g)
Tie-down analysis appears to be duplicated on pages 10 and 11 of the consolidated report. The infomation given on page 11 appears to be the complete analysis as submitted in the January 21, 1979 supplement. The report should contain only one analysis.
i h)
The analysis of the free drop condition should be reviewed and the valid portions of the December 16, 1976 January 21, and February 16, 1977 supplements should be incorporated into a logical presentation that is complete and does not contain or require any reference to previously submitted material.

The drawing and the report must be brought into agreement relative to the method of securing the cover to the cask body. See page 1 of report, secord paragraph under " Packaging Description."
3.
Section 6.1 and the following section titled " Penetration - Outer Shell Puncture" addresses the hypothetical eccident contfitions which do not apply to this package as pointed out on page 2 of the report. Conse,11dition of the report should eliminate all extraneous material.
4.
The lid lifting system analysis on page 15 of the consolidated report gives the yield strength _for the material of the lifting eye of 105,000 psi. This does not agree with the package drawing which l
calls for ASTM.A-36 material having a yield strength of 36,000 psi.

Provide an Apper. dix (tabultion) to cur cover letter which lists a
