kkD10 ACTIVE RELEASE AT CORDOVA ON 25 !%RCH 1976 c--

e a

V At 1130 on 26 March 1976, I received a call from Ellen Haars, DEQ, about A release above tech specs at the Quad Cities Cenerating Station She had been informed by Bill fisher of t1RC, at Cordova, Illinois.

Glen Ellyn, Illinois at 1120 hours0.013 days
0.311 hours
0.00185 weeks
4.2616e-4 months
on 26 March 1976.

The technician who calculated the dilution for release had made an error The 4,000 gals released from the causing the tech specs to be exceeded.

4 pCi/ml.

Chemical k'aste Sample Tank had a gross beta activity of 5.6 x 10 8 pCi/ml.

The actual It was intended to dilute this waste to 5 x 10 According to Richard 7 pCi/ml.

release according to f1RC was 5 x 10 Flessner who I talked to at 1145, the activity released at the blowdown 7 pCi/ml. The tech spec for gross beta release was pipe was 4.35 x.10 1 x 107 pCi/ml.

The rad waste was released through a 48" blowdown into the spray canal Upon reaching over a 172 minute period at the rate of 23.3 gal / min.

the canal, this rad waste e.xperiences a dilution factor of 1290(30,000 gal / min water divided by 23.3 gal / min waste.

An aliquot sample is being analyzed with preliminary data indicating No other that the radioactivity was 0.98 MPC in the blowdown pipe.

No additional action is radiochemical analyses are being consi.dered.

" We could support, of course, a petition to clearly require any NRC licensee to notify the impacted state immediately in the case of a significant release as j

defined in Part 20 or the licensees license.. Such could, of course, be greatly clarified by proper response of State and licensee to 10 CFR Part 50 Appendix E at the begining stages of the licensing process."
