e Enclosed for your information ~are several recent documents issued by iC which deal with the pressurized thermal sfiock (PTS) issue. These two documents provide additional information which 'may help you understand my decision of March 31,1981, denying your request that the Comisrion close down all suspect reactors until all areas of nonconservatism are analyzed and resolved.
The Task Action Plan sets forth the Staff's plan to formulate a regulatory requirement to ensure that the risk of pressure vessel failure from PTS events is sufficiently low through each vess'el's design end-of-life.
In particular, I l
direct your attention to Section 3. " Basis for Continued Plant Operation and Licensing Pending Completion " beginning on page A-49/12.
I have also enclosed a copy of responses to questions from Corigressman Horris K. Udcll on the PTS issue.
I believe these responses further support and explain the Comission's view that there is reasonable assurance thct operation of nuclear facilities can continue pending resolution of the PTS issue without endangering the health and safety of the public.
