Background===

The Babcock & Wilcox Company, Commercial Nuclear Fuel Plant (CNFP), by application dated April 7,1982, and its supplement dated April 19, 1982, requested the incorporation of their new organization into their SIM-1168 i

license.

II. Discussion In the current license liealth-Safety and Licensing Section is responsible for the nuclear criticality safety and radiation safety of the CNFP facility and its operations and the administration gf its government regulatory. licenses.

l The Manager of the Section is also Chairman of the Safety Review Board. Under i

the new organization, a Facilities Control Section has been established that is responsible for the nuclear criticality safety and radiation safety l

l programs, security, the dacilities and engineering activities, and capital projects administration. A new section, Materials Management, has been fomM that is responsible for nuclear materials and production control, shipping and receiving, stores, and the administration of governmental regulatory licenses and activities of the Safety Review Board.

The !!anager of the new Facilities Control Section was the manager of the former Facilities Engineering Section.

In his fomer capacity, he has been aware of and has had experience in nuclear criticality, radiation, and industrial safety in the development and implementation 6f facility and equipment changes involving all three areas of safety. As a member of the Safety Review Board, he has had experience in the review and approval of safety related operations, participated in management review of CNFP conformance to the ALARA principle, and has an understanding of the nuclear criticality safety review requirements. He has within his section members who have had adequate experience in conducting nuclear criticality and triation safety surveillance programs.

. MAY 7 1982 The manager of the new Matnials Management Section was unager of the former Health-Safety and Licensing Section. The Manager, Materials Management,is the Chairman of the Safety Review Board and determines when a change in product, process, or equipment requires a nuclear criticality evaluation or license amendment. The Chairman of the Safety Review Board is now indeper. dent of both the Manufacturing Operations and health physics and safety surveillance.

The qualiflCations of the personnel and their responsibilitles for safety related functions are adequate to protect the health and safety of operations personnel, the public and the environment.

The amendment application was discussed with G. L. Troup, Region II Project Inspector of the CNFP, on April 19, 1982. He foresaw no safety or environmental related problems with the license amendrent request.

III. Conclusion Issuance of the license amendment is recomended.
