Enclosed is the U.S. Nucl ea r Regul a tory Commissi on's

multi-year Affirmative Action Plan for fiscal years 1982 through 1986.

The plan has been developed in accordance with the U.S.

Equal Employment Opportunity Commission Management Directive (MD) 707, and your June 15, 1981 memorandum on the same subject.

I would like to point out that the unqualified use of the procedures in MD 707 for engineering disciplines can yield unrealistic determinations of under-representation and can lead to the setting of unrealistic goals.

The assumrtion in the procedures that the percentages of women and minority representation in the total professional civilian labor force can be uniformly applied to individual professions is not valid for engineering disciplines.

This is particularly true of our largest occupational category, Nuclear Engineer (840).

Some indication of the true availability of women and minority nuclear engineers may be gathered from a recent study by Oak Ridge Associated Universities.

The study found that a total of 58 women and minority U.S.

citizens were awarded undergraduate degrees in i

nuclear engineering in June 1980 Also worth noting is the fact that only 2 percent of all nuclear engineers graduating at that time entered Federal service.

The NRC will continue its efforts to recruit women and minorities, but the lack of available target group persons -

must be recognized.

In addition, every attempt will be made to sustain the achievements al ready made in the area of equal opportunity.
