Dear Mr. Denton:
Enclosed are Attachments A, B and C which contain Safeguards Information relating to changes which have been implemented in the Humboldt Bay Power Plant Security Plan. Attachment A is a brief summary of the changes made in the Security Pian. Attachment B contains the pages of the plan affected by the changes, and Appendix C is Figure 1 of the plan. These changes do not decrease the safeguards effectiveness of the plan and are submitted in accordance with 10 CFR 50.54(p).
In accordance with 10 CFR 73.21, this information should be protected against unauthorized disclosure.
