Dear Sir:
Relative to the requirements of NUREG 0737, Item III.D.3.3, Improved In-Plant Iodine monitoring instrumentation, your recent letter, (Reference A. above) stated that no technical deviations from the NUREG positions have been taken by BECo. However, in two separate BECo submittals (References B. and C. above)
Boston Edison identified exceptions to the NRC position current at those times.
Boston Edison Company feels it meets the current NUREG-0737 position concerning iodine concentrations in areas where plant personnel may be present during an accident with the following technical deviations:
1.
Sampling cartridges will not be removed to a low background, low contamina-tion area for "further" analysis, but for initial analysis. Performing the ini tial analysis in the area where the sample was taken could cause unnecessary radiatan exposure to the individuals collecting the sample and questionable results due to potentially high and rapidly changing dose rates in the area.
2.
Sampling cartridges will not be purged with clean air or nitrogen prior to 0
analysis. Boston Edison procedures do not require purging of the sample s
because the use of silver zeolite cartridges, and the use of electronic analysis equipment with the capability to discriminate out the noble gas f g-l contribution, makes purging of the samples unnecessary.
