Response to NRC Memoranda on Maine Yankee and Prompt Decision Making in New England This office is in possession of two memoranda that I am infonned are now inoperative. One was fonnal correspondence on the subject of a Review of the Maine State and Local Radiological Emergency Preparedness Plans for Maine Yankee Atomic Power Plant dated March 23, 1982.

It is my information that there was a misunderstanding about the contents of a package forwarded to the Nuclear Regulatory Comission as a member of the Federal Radiological Preparedness Coordinating Committee, and this was corrected with another transmittal of documents to Mr. Thomas McKenna of your staff.

The other item was draft correspondence on Prompt Protective Action Decision Making in Vermont, New Hampshire, and Massachusetts dated April 8, 1982.

I agree with the decision arrived at by Mr. McKenna and Ken Green of our staff that both NRC's and FEMA's interests would be better served by having NRC direct this memorandum to NRC Region I.

The NRC Region would then respond to it through its participation in the FEMA Region I Regional Assistance Committee.

If either the NRC or FEMA Regions have any difficulty resolving the concerns cited in the memorandum, they can request support from their respective Headquarters.
