PRELIMINARY STATEMENT Power Authority of the State of New York

(" Power Authority"), licensee of Indian Point 3 Nuclear Power Plant, submits this filing pursuant to the Board 's Memorandum and Order (Approving Stipulations and Requesting Information) dated March 10, 1982 and the Board's Order (Amending Memorandum and Order Dated March 10, 1982) dated April 8, 1982, which directed all parties and participants (1) to serve a list identifying certain documents which describe or analyze the emergency plan-ning exercise (the " exercise") or the plans that were made to conduct or to observe the exercise conducted at Indian Point on March 3, 1982;* (2) to preserve such documents; and (3) to designate a custodian of such documents.

The Power Authority submits this list for the sole purpose of identifying the documents as required by the Board's Orders, and expressly reserves all rights to object to the production of listed documents on the basis of privilege or other legal grounds including, without limitation, the attorney-client and work product privileges.
