Deer F.r. Palladino:
I livt in L rthcrn 1 ctc..uctor, in 1:ontrose, which is a ncichboring town to Euchanan, and which is close - too close the tbc Indian Point !!uclear Ps er Plant.
The first question I :.ust ;c; 13 wny uns a nuclear pouer plant ever built right intc the backyards of all of us in the currouncing communitics?
It was 'Irong fron the beginning, but nictants enn be corrected -
Indir.n Point :.ust be closcd dm.In before a nu.:lcar accident occurs.
Indirm Point is c cotastrophe waiting to ha ppen!
I a:. certain the igelcar Regulatory Co:aission must renline this as a fact since thece plants are old, rusting and falling apart.
Not a wc -
,ots bJ cithout some proble:n.
The most recent incident which occurcd about two wecha go at Indian Point #3 'ihich did relt:se radianctive aten-into the atcosphere proves how unsafe sad unpredictibl these pknts rcally are.
'de a re all forced to l i '.
in fcar and cverycnc agrees Lbent this - hou do we know they are tellin: us the truth when,,hcy snid the leak was minor and nasco no thrcut to "nyone?
Ho ; do they r.now that?
Who rur 's the radioactivity of the le'iks and new de they tensure it?
Vny was there a leak in the firnt nlace?

Page 2 E r s. 'd. Pichardo P.O. Box lL7 I!ontrose, N.Y. 10548 Routes 9A nnd 9 were bacied up and traffic stalled for hours f ro.T Pr,,t-skill to Croton, with several accidents.
School buses cculo not get through and children were stranded throuchout the entire school district for hours.
It tock almost c wee? until road canditions were back to normal (normal is not very good anyvay.)
Try a masc evacuation during a time li;e I just des-cribed, or cver on a rainy day - it vould be impossible!
Those who believe an evacuation is possible are living in a fantasy world.
'dhytbuld we all in the surrounding areas even be faced uith such a possibility?
The nuclear power plants should not be here.
They do not bclong here and they should be closed doen.
(,
'de. ave the right to live with some peace of mind, and to watch s
our children grow up healthy and safely without the threat of a nuclear accident mil 2ing ovcr our heads all the time.
Ir there mu::t be nuclcar powcr plants tuen they should be built nt the r e n.o t e s t, far away pinces from human life where they would a b o-
-s lutely prove no threat to nnyone.

s Recently, a television news reported interviewed a mman who lives in Ruchar.nn very close to Indian Point.
'dhcn the woman e xpressed n :r fear, the reporter asked her why she docs not move
~
away.
I have a better luention; 'dhy don't you close down Indian
. 't Point?
I feel that I do not want to live here anytcre accause I fcor Indian Pnint, but so do thousands of others.
Is the answer that we should all n ove???
Ir I move, how far a ay from
~~
Indinn Point rould be safe?
They ctate thnt a ten mile radius is unsure. So tell re this - unot makes eleven miles away safe?
Cr even ten and a half, or thirteen miles?
How de you really
- nou ' hat is safe?
There are so many unansucred !ucstions and it is all so cxperia ntal and the inhoe nt victins-those living uithin the ten mile radius - are thc guinea pigs.
It is all so unjust and unfair. 'dould you or :ny of the ccabers of the N.R.C.
vant to live near a nuclear power plant?
At the present time, four out of five nuclcar power plants in
?!cy York Stote arc out of scrvice either due to radiation luchs or ;alfunctions.
The same holds true in California.
This does not oncak too hirhly fc-the safet nnd cfficiency of nuclear power plnnts, does it?
It secos to me that the members of the Huel:ar Em ulatory Com-mission shoul, cc up all nicht sweating and wringing their hands
- 11 t -
crry aver the fnct that something catastrophic is inevit-n bly en the un'/ cnd if the :!.R.C. choses to keep Indian Point open, they vill be fully rcaronsible for any t"agedy forthcoming
