R. Diggs H. Denton The Nuclear Regulatory Conmission has issued the enclosed Amendment
)
No.16 to Facility Operating License No. R-81 for the Union Carbide Research Reactor. This an'endment consists of changes to Technical Specifications 3.5.2.c(5) in response to your request dated June 2, 1981 and supplemented by January 9,1982.
This amended Technical Specification increases the iodine inventory limit fron 70 Curies to 1000 Curies and allows single encapsulation of the target material.
A copy of the related Safety Evaluation supporting Amendnent No.16 is enclosed.
