APPENDIX A NOTICE OF VIOLATION Kansas Gas and Electric Company Docket: STN 50-482/82-04 Wolf Creek Generating Station CPPR-147 Based on the results of an NRC inspection conducted during the period of March 1-31, 1982, and in accordance with the Interim Enforcement Policy 45 FR 66754 (October 7,1980), the following violation was identified:
Failure to Perform Timely Corrective Action 10 CFR Part 50, Appendix B, Criterion XVI requires, in part, that conditions adverse to quality such as deficiencies are promptly identified and corrected.
The SNUPPS manual entitled " Quality Assurance Programs for Design and Construction" in the Wolf Creek Site Addendum section requires, in paragraph 17.1.16, " Corrective Action," that, in the case of significant conditions adverse to quality, the cause of the adverse condition is to be determined, corrective action is to be taken to preclude repetition, and verification is to be made that these actions have been implemented in accordance with specified require-ments.
Contrary to the above, documented corrective action reported to the NRC by licensee letter KMLNRC81-065, dated March 19, 1981, was not carried out as committed and verification that the comitted actions had been implemented was never done. This procedure modi-fication commitment remained uncompleted for one year until identified by the NRC Senior Resident Reactor Inspector.
This is a Severity Level IV violation.

1s hereby required to submit to this office within 30 days of the date of this Notice, a written statement or explanation in reply, including: (1) the corrective steps which will be taken and the results achieved; (2) corrective steps which will be taken to avoid further violations; and (3) the date when full compliance will be achieved. Under the authority of Section 182 of the
(
Atomic Energy Act of 1954, as amended, this response shall be submitted under oath or affirmation.
Consideration may be given to extending your response time for good cause shown.
