February ll, 1982 Docket No. 50-245 LS05-82-02-057 LICENSEE:

NORTHEAST NUCLEAR ENERGY COMPANY (NNECO)

FACILITY: MILLSTONE UNIT 1

SUBJECT:

CONTROL R0D DRIVE SCRAM DISCHARGE INSTRUMENT VOLUME LEVEL SWITCH DIVERSITY By letter dated December 9, 1981, NNECo documented its oppositiontto the NRC staff's requirement for diverse scram level-sensing instrumentation in the scram. discharge system. We requested a meeting with NNECo representatives to review the NNECo probabilistic safety evaluation and the cost benefits of alternate action. NNECo and NRC representatives (see Enclosure 1) met in the Bethesda,' Maryland NRC office on January 19, 1982. At that meeting, NNECo presented a probabilistic risk assessment and fault tree analysis using the visual aides (included here as

' ). The NRC evaluation of the need for level switch diversity including consideration of the additional information provided at the meeting (Enclosure 2) will continue.

NRC is scheduled to complete the safety evaluation report by mid-February 1982 with a conclusion on whether an exemption from the diverse level switch requirement is or is not l

justified.
