(OPEN TO PUBLIC ATTENDANCE)

The Comission was briefed by staff and Vernon Adler and Richard Krim of FEMA on SECY-82-130. The Comission voted 2-2 (Chairman Palladino and Comissioner Roberts approving, Comissioners Gilinsky and Ahearne disapproving) on whether to publish for comment in the Federal Register the proposed rule, which describes two alternatives for frequency of emergency preparedness exercises. Since the majority of the Comission did not support publication of alternative proposals in the Federal Register, the recomendations of the staff on SECY-82-130 are disapproved.

This completes action on SECY-82-130.

The Comission will continue with the frequency of emergency preparedness exercises as it is now and will revisit the issue in a year.
