Dear Mr. Keppler:

DOCKET NOS. 50-266 AND 50-301 TMI MODIFICATIONS POINT BEACH NUCLEAR PLANT, UNITS 1 AND 2 On March 19, 1982, a review of the construction of electrical conduit being installed as part of modifications required by the NRC in response to the Three Mile Island accident indicated that some of the installation features might not be in strict accordance with approved drawings and speci-fications.

The Nuclear Engineering Section Safety Review Committee met in accordance with our procedures to review the available information and evaluate whether or not reporting in accordance with 10 CPR Part 21 was appropriate.

The Committee review -

indicates that the circumstances have not created a substantial safety hazard at this time and that a Part 21 report is not required.

We will, however, provide a 30-day report in accordance with Technical Specification requirements.

The Resident Inspector at Point Beach is aware of this matter.

While initial information indicates that the installation deficiencies are of a generally minor nature, we view a possible inadequacy in our Quality Assurance Program as a very serious matter.

In addition to the evaluation and corrective action that is being taken by the Nuclear Power Department and contractors, the Executive Vice President has appointed a special review committee composed of managers who are members of our corporate Quality Assurance Committee but who have no direct responsibility regarding the work being evaluated.
