FEDERAL REGISTER NOTICEJOR EXTENSION OF FINANCIAL PROTECTION AND i+DEMNITY REQUIREMENTS TO WEST VALLEY AND MORRIS (SECY-80-468)
The Commission requests that the staff revise and resubmit the subject Federal Register Notice (FRN) to reflect the following:
the Notice should state explicitly that the proposed NRC action on West Valley and GE Morris does not imply that these are to become the national AFR storage facilities; and the Notice should address the possibility that DOE and New York State might become licensees for the West Valley facility, and the implications of such a possibility for financial protection and indemnity requirements.
Chairman Ahearne would have preferred that the staff revise and publish the FRN without referral back to the Commission.
The Office of Nuclear Reactor Regulation was informed of this action by telephone on January 22, 1981.
It is requested that you forward a revised paper to the Office of the Secretary by March 2, 1981.
