This letter responds to your Memorandum o Makhh'29, 1982, addressed to Counsel for Parties in the TMI-l Restart Proceeding, inviting comments concerning the suggestion of the Chairman of the Advisory Panel for Decontamination of TMI-2 that the Commissioners consider holding a hearing in Central Pennsyl-vania.
It is unclear whether the proposed hearing would deal with TMI-l or TMI-2 or both.
With respect to TMI-2, such a hear-ing would presumably be concerned with clean-up plans and GPU has no objection to a public hearing designed to explain those plans and solicit public comment.
With respect to TMI-l the Commission should bear in mind that the question of restart is presently before the Commis-sion in its adjudicatory capacity, based on extensive hearings in which local residents and organizations have participated both as intervenors and by way of more than 200 limited appearances.
Fur-'
ther hearings should not be the occasion for expansion of the adjudicatory record or for any delay in the Commission's restart decision.

occasion for explaining the breadth of issues covered by the restart hearing and the Commission's decision on restart.
Bearing in mind the full opportunity which parties to the TMI-l restart hearing have had to brief and argue restart issues before the Commission, we would not consider it appro-priate for the Commission to entertain further presentations at a public hearing by individuals or organizations who have par-ticipated as parties in the restart hearing.
