PRAIRIE ISLAND NUCLEAR GENERATING PLANT Docket Nos. 50-282 and 50-306 In response to your letter of February 24, 1982 which transmitted Inspection Reports 50-282/82-01 and 50-306/82-01, the following is offered:

10 CFR 50, Appendix B, Criterion V, states in part: " Activities affecting quality

shall be prescribed by documented instructions, procedures, or drawings, or a type appropriate to the circumstances and shall be accomplished in accordance with these instructions, procedures, and drawings." Northern States Power Company I
Operational Quality Assurance Plan, Revision 6, Section 18.2, states in part:
" Measures shall be established which assure that operating occurrences and events that could have a significant safety effect are investigated, reviewed, and re-l' ported as required by the Technical Specifications." Procedure SACD3.6 requires (Section 6.4.3) that a final investigative report be prepared and completed with-in 40 days and shall be reviewed within 60 days by the Operations Committee, t
Contrary to the above, as of the date of the inspection which was more than 60 days after the date of the event, Final Investigative Report for Licensee Event Report No. P-RO-81-23 had not been prepared and completed.
I This is a Severity Level VI violation (Supplement I).
Response
The Final Investigative Report for R0-81-23 has been completed. A system has been instituted which will remind investigators of reports that they have coming due.
This system is being tested now.
Full compliance will be achieved by June 1, 1982, I
