50-260 50-296 In my letter to you dated June 12, 1981 (item 10), we committed to provide the Browns Ferry protected area with at least 0.2 footcandles (fc) illumination by April 1, 1982. This letter will confirm the telephone conversations related to this commitment with D. R. McGuire of NRC-Region II on March 29 and 31 and with B. Siegel, C. Gaskin, and R. Clark of your staff on March 30 and 31, 1982.
In these discussions, we indicated that the protected area at Browns Ferry is illuminated to at least 0.2 fc from the primary 161-kV power source. We have, as of March 29, 1982, identified seven areas for which the 0.2 fc lighting is satisfied, but which do not have a 500-kV backup power supply available. Enclosed is a listing of these areas.
We believe the loss of all 161-kV power feed is remote and that the square footage of the areas in question is insignificant.
Therefore, we have elected not to provide 500-kV backup power supply to these areas. We have taken procedural steps which will be implemented for these subject areas should the loss of 161-kV power These steps will ensure that the level of physical security occur.
