Gentlemen: 'l This letter constitutes a final report on the subject hanger lug attach-ments.

On December 10, 1981, report QA-1549 was submitted concerning the installa-tion of hanger lug attachments. This report identified several hanger lug attachments that had been welded utilizing a procedure not previously qualified to a sufficient thickness range. This occurred because the limitations of the procedure were misinterpreted. Subsequently CG&E letter number QA-1598 dated January 18, was submitted as an interim report. At this time we identified the retesting and qualification of the applicable welding procedure as part of the corrective action. Also, as corrective action, it was stated that all welding procedures were being rewritten into a more detailed format which identifies the allowable thickness for which the procedure is qualified. Currently thirty-three (33) of thirty-eight (38) procedures have been completed.

i i When the last report was submitted, an effort was being made to identify the individual lugs. All affccted lugs have been identified on non-conformance reports and dispositioned as follows:

1. Lugs welded by qualif, ied welders are accept as is on the basis of the requalificatio verification docureyh.n tionof thetheprocedure for welds. and acceptable quality i

2. Lugs welded by welders who were not qualified for the thickness will be accept as is if the welder is able to qualify for the greater thickness,* this also is based on acceptable quality verification documentation.
3. If the welder is unable or it is not possible to qualify him, the lugs will be removed or the weld will be ground down to the thickness for which the welder was qualified and the weld will then be completed by a qualified welder.

The rework as required by the non-conformance reports will be completed as scheduling and work load allows.

We trust this fulfills the requirements as a final report under 10CFR50.55(e).

Very truly yours, THE CINCINNATI CAS & ELECTRIC COMPANY WL --
