The following information provides a response to that request. The majority of the containment components are located in heated enclosures with a minimum ambient. temperature of 50 F. The lowest permissible temperatures for these components are below the minimum ambient. Therefore, the penetrations of concern were the penetrations located external to the heated enclosures. These penetrations are the penetrations in the feedwater isolation valve pit., main steam, emergency personnel air lock, and Post Loss of Coolant Accident Provisions (PLOCAP). The feedwater isolation valves are located in a pit between the containment and turbine building. This pit, in addition to being below grade, has a thick concrete missile shield on top. Because of these considerations, we do not expect the minimum temperat.ure in the pit to fall below 40 F. This temperature is above the LMST for the components located in the pit with the exception of the feedwater isolation valve bonnet. Based on the criteria used by the NRC Staff the Limiting Material Service Temperature (LMST) for this component is 60 F. This component will be discussed in conjunction with the main steam isolation valve and flued heads. An analysis for main steam isolation valves, main steam flued heads and feedwater isolation valve bonnet was suggested by Mr llalapatz. This type of analysis has been supplied on other dockets. The Vendor that supplied the main steam pipe flued heads has withdrawn from supplying nuclear grade components and he has refused to analyze the minimum thickness required for the flued head to perform the containment function. Ilowever, we expect the result would be consistent with the analysis done for other plants (ie, the minimum thickness required would be less than 2.5 inches). Also, consistent with other plants, we expect an analysis would show the minimum thickness to be less than 2.5 inches for the feedwater isolation valve and the main steam valve Therefore, the limiting condition for f racture toughness of the main steam components would be the hydro test. The water temperature for this test will be above 70 F. In our estimation, any further analysis is unnecessary and this issue can be closed.
