DISCUSSION CO$CERNING ORIGIN OF CONCERN ABOtJT CONTENTIONS THRESHOLD I understand those attending the meeting on Friday, February 26th may have the impression this topic arises out of the " great licensing panic of 1981."

That may have motivated some Commissioners - they obviously can speak for ths:selves.

However, :ny concerns predate this " panic" (e.g.,

I wanted to summarily reverse Allens Creek in June 19EC) and are not motivated by concerns about licensing delay (e.g., see my comments on~the initial contentions paper).
