February 18, 2020 Mr. Sean Oehlbert Policy Director Office of Nonproliferation and Arms Control National Nuclear Security Administration U.S. Department of Energy 1000 Independence Avenue, S.W.

Washington, D.C. 20585

Dear Mr. Oehlbert:

Enclosed is an application dated January 30, 2020, requesting amendment No.02 to its existing export license XSOU8851/01. This license presently authorizes the export of 1,000 kilograms natural uranium hexafluoride (UF6) heels to be returned to Canada.

The purpose of the amendment is to add another U.S. Party to the export.

There are no changes to the terms and conditions of the existing license being requested.

Therefore, our office is processing this as a minor amendment, and if no comments are received from the public within the 30-day comment period, and it is determined that applicable legal requirements are satisfied, the NRC will issue the license.

Please note that the material is of Australian and Canadian origin. Thus, it has Australian and Canadian obligations.

Sincerely, 2/18/2020 X Peter J. Habighorst Peter J. Habighorst Signed by: Peter J. Habighorst Peter J. Habighorst, Chief Export Controls and Non-Proliferation Branch Office of International Programs
