4 Discussion:
In response to an October 8, 1976 memorandum from the Chairman to Lee V. Gossick, NRR has prepared a program

-M plan.which outlines the use of inspection data in the licensing process. This'is a follow-up ites from the O
FY1978 budget development. The Program Plan is attached.

Several routes for the receipt of infor=ation from IE to NRR have been well established.. The reorgani::ation of

Copies of all reactor inspection reports are forwarded to to NRR and serve as one of the detailed feedback links be-tween the two Offices.
They are reviewed routinely by the project managers who censult with technical specialists in NRR on issues that say lead to licensing actions.
Written licensee reports and~ inspection reports are re-viewed by the cognizant regional office and IE Headquarters.
These assessments may result in any of several actions, in-

cluding, issuance of Circulars or Bulletins, information
.I memoranda to NRR, or Transfers of Lead Responsibility.

for a lead transfer to NRR. These issues are generally outside 1
the scope of license conditions and require in most cases sub-stantial technical assessment and subsequent licensing action.

Information feedback from IE during pre-operational phases of a nuclear facility is directed to the Division of Project Management or to the Division of Site Safety and Environ-mental Analysis for an assessment of safety and environ-mental issues, respectively. Technical assistance and consultation on safety-related issues is provided as needed by the Division of Systems Safety.
The Division of Operating Reactors assumes the responsibility within NRR for a nuclear plant about the time of significant power licensing.. Review of information and data, including IE inspection reports, is the primary responsibility of the Operating Reactors Project Manager. T*-inical specialists of the Divisicn provide more detailed assessments as required.
