Dear Mr. itarshall:

We have received letters from you dated February 23, March 3, March 9, March 10 (two letters), March 11, and March 19, 1982, addressed respectively to Messrs. Tedesco, Keppler, Denton, Tedesco, Lear, Eisenhut, to the Chief of the NRC Docketing Service Branch, and to Mr. Kane.

In addition, we received a letter dated March 11, 1982 to Chairman Palladino from Steve J. Gac'ler, P.E., who, you have informed us, is Technical Advisor to the Mapleton Intervenors. Most of these letters contain requests for information concerning matters involved in the pending Midland Plant hearings.

We believe that most, if not all, of your questions will be answered in the Staff's Safety Evaluation Report for the Midland Plant, which will probably be issued in May 1982, and by the Staff's Final Environmental Statement-for Midland, which will probably be issued in July 1982.

You will also continue to receive correspondence related to the Staff's review.

In addition, there is, as you know, an NRC Public Document Room in the Grace Dow Memorial Library in Midland. Located there are many informative documents pertaining to the Midland Plant.

To the extent that Staff testimony to be presented at the OM hearing deals with areas you have expressed an interest in, you will have th opportunity to cross-examine the Staff witnesses.

In addition, questions not related to the OM proceeding which are related to the issues to be considered in the OL proceeding may be investigated through discovery and cross-examination of Staff witnesses consistent with Part 2 of the Commission's Rules of Practice, a copy of which I have enclosed.

We believe that these opportunities should be sufficient to answer the questions which you have raised, and any further questions which may arise.

Your request to have Col. Gadler included on the Applicant's service list should be directed to the Applicant.
