FIXING EXPIRATION DATE OF OPERATING LICERSES Per your request, we have attecpted to locate any legal memorandum, legal opinion, policy statement, office technical position, or other document that establishes l-the basis for the Consnission's fixing the expiration date of operating licenses l
(0L) on the anniversary of the issuance date of construction pemits (CP) for l
nuclear power plants. Although it has been standard practice to fix the OL i
expiration date based on the CP issuance date, we have been unable to locate any document which establishes the basis for this practice.
