I am the Executive Director of Nuclear Activities for Consumers Power Company (the " Company"), and I have held that position for approximately I

seven months.
Prior to this position, I was Director of Nuclear Act.vities for approximately four and one-half years.

I am responsible for providing technical services required to support the operation of the Company's nuclear facilities. Among the services I provide is the design of reload fuel.and reload cores for the Big Rock Point Nuclear Plant near Charlevoix, Michigan.

That portion of Amendment No. 4 to the Operating License of the Big Rock Point Nuclear Plant which would permit the use of plutonium in mixed
(
oxide fuel in quantities above 50 kilograms has never been used by the Company.

Further, it is my understanding and that of the Company that, inaccordande with the Memorandum and Order of the Nuclear Regulatory Commission dated August 11, 1975, that portion of Amendment No. 4 may not be used until th'e. req lire-Pohc.y 4d ments of the National Environmental N e uctir. Act for an envirornental impact statement have been met and until public hearings before the NRC 1,1 censing Board have been completed.

In its operation of the Big Rock facility, the Company has never

loaded more than the 50 kilograms of plutonium in. mixed oxide fuel permitted by.

i, The Company has no present intention to seek perfection of Amendment No. 4, or any other approval or authority to load more than 50 kilograms of plutonium in mixed oxide fuel at the Big Rock Point Nuclear
. Plant.
6.
The Company has exhausted its existing stockpile of mixed oxide fuel, and intends to discharge that mixed oxide fuel now producing energy when that fuel reaches its design exposure.
At present, the Company intends to discharge all remaining mixed oxide fuel from the reactor in February, 1982.
j 7.
There are, at present, no domestic sources of mixed oxide fuel fabricated for commerical use in a reactor such as the one at Big Rock Point.
8.
The Company has no plans at present to refuel the Big Rock Point Nuclear Plant with mixed oxide fuels in any quantity.
