Dear Chairman Palladino:
Enclosed please find the Brief of the Attorney General of Massachusetts in Support of his Petition to Intervene in Proceeding for Modification of Pilgrim Station Operating License.
This Brief is being submitted two days later than originally anticipated in the Attorney General's Notice of Intent to File Brief, because I was ill and unable to meet our original self-imposed deadline.
For the reasons outlined in our Brief, I urge the Commission to act on the Attorney General's Petition at the earliest possible moment.
In the absence of a ruling on our Petition, the NRC Staff is apparently proceeding to review material submitted by Boston Edison Company in this matter.
Since any approval by the Staff of Boston Edison's submissions would be subject to revision or reversal as a result of the hearing which must be held in this matter pursuant to Section 189(a) of the Atomic Energy Act, it is in the interests of all parties that the Attorney General's Petition be allowed and the requested hearing commenced at the earliest possible date.
