Dear Mr. O'Reilly:
This report is being submitted as required by Unit 1 Technical Specification 3.1.1.4.A.3.
During the low power physics testing of Unit 1 Cycle 4,
the moderator temperature coefficient (MTC) in the hot zero power (HZP), all rods out (ARO), beginning of cycle life (BOL) condition was measured to be +.78 pcm/*F.
Technical Specification 3.1.1.4 requires the moderator temperature coefficient to be less positive that 0 4K/K F for the HPZ, AR0 xenon free condition.
In accordance with action statement 3.1.1.3.A.1, con-trol rod withdrawal limits have been established that will insure a negative MTC.

A core average burnup of approximately 1500 MWD /MTU is the predicted value racuired to restore the MTC to a value of -1 pcm/ F f or the MZP, AR0, xenon free condi-tion.
This prediction includes an assumed error of 1 pcm/*F.
