Three Mile Island Nuclear Station Unit 2 (TMI-2)
Operating License No. DPR-73 Docket No. 50-320 Radioactive Release at North Anna Unit #1 and Lessons Learned
Reference:
NRC Generic Letter D. G. Eisenhut (NRC) to all Operating Nuclear Power Plants, dated October 17, 1979 As a result of the GPUN review of the circumstances of the North Anna incident described in the reference letter and our own system's path-way review, it was determined that no plant modifications are necessary.
The GPUN review of the reference letter reveals that the exact circum-stances of the North Anna incident are not applicable to Three Mile Island due to differences in plant design. The major difference is the size of the tanks involved. At North Anna the volume control tank (2222 gallon) relieves to the high level waste drain tanks (10,000 gallon).
At Three Mile Island the makeup tank (4500 gallon) relieves to tha bleed holdup tanks (252,000 gallon).
This fact alone would prevent the release that occurred at North Anna from happening at Three Mile Island.
Another factor which contributed significantly to the North Anna release was an error in construction of the high level waste drain tank vent.
yh This error is not duplicated at Three Mile Island.
The reference letter also requested GPUN perform a review of our plant
/O facilities to ensure unknown potential radioactive release pathways do not exist. This review did not reveal any previously unknown pathways by which untreated fluids could be released to the environment. The relief valve vent he:dcr cf this system provides a pathway which bypasses that system's filter traie. This design, though, was dictated by ASME Code Section III Article ND-7000 and is acknowledged in the Unit #2 FSAR Section 11.3.
