SN!1-1227 is hereby amended to incorporate your Radiological Contingency Plan. Accordingly, Condition 9 of SNM-1227 is amended to read:

Authorized Use A. and B.
For use in accordance with statements, representations, and conditione contained in " License Conditions," Part I and Appendices I and II (Special Conditions, Deconwiissioning Plan) to Part I of the licensee's application transmitted ty letters dated May 31, 1979, and supplements transmitted by letters dated February 22, March 13, April 29. June 5, August 20, November 21 and December 16, 1981.
A new Condition 21 is added to read:
Condition 21. Within 90 days of the date of this amendment, the licensee shall implement, maintain, and execute the Radiological Contingency Plan submitted by letters dated August 20, 1981 and December 16, 1981. The licensee shall maintain implementing procedures for the Radiological Contingency Plan.
In addition, the licensee shall make no change in the Plan, without the approval of the Commission, if the change would decrease the effectiveness c"

. MAR 2 D 1982 of the Plan. The licensee may make changes to the Plan provided the changes do not decrease the effectiveness of the Plan. The licensee shall maintain a record of each change for a period of two years.
In addition, the licensee shall prvvide a description of each change to the Chief, Uraniin Fuel Licensing Branch, Division of Fuel Cycle and Material Safety,IMSS, U.S.
Nuclear Regulatory Conunission, Washington, D.C.
20555, with a ccpy to the Administrator NRC Region Y,1450 Maria Lane, Suite 210 Walnut Creek, California 94596, within six months after the change is made.
This amendment supersedes Appendix 3 (Emergency Plan) to Part I of your license application in its entirety. The Radiological Contingency Plan and inplementing procedures supersede the emergency planning requirements of 10 CFR 70.22(1) as they refer to onsite planning and notification.
All other conditions of this license shall remain the same.
The above condition was discussed and agreed to by your Mr. Malody and Mr. Bidinger of my staff on March 26, 1982. During the discussion, Mr. Malody explained that the Nuclear R&T Center has been sold but that Exxon Nuclear continues to occupy the Center.
It was agreed that a change in occupancy would represent a reportable change in the Plan.
Enclosed for your information is a copy of our report on the review of the Radiological Contingency Plan.
