The purpose of this letter is to t ransmi t the enclosed proprietary report, YAEC-1299P (" Methods for the Analysis of Boiling Water Reactors Transient Critical Power Ratio Analysis (RETRAN-TCPYA01)"), for review by your s ta f f.
In Reference (b), the licensing analysis for Vermont Yankee Cycle 9 was submitted which utilized the MAYUO4-YAEC code methodology to calculate hot I
channel thermal margins under transient conditions (Reference (c)). In Reference (d), the staff evaluation indicated that the submitted version of the MAYUO4-YAEC code and supporting analyses were not acceptable for establishing Technical Specification MCPR Operating Limits.
The attached report describes the new methodology using RETRAN-TCPYA01 to calculate fuel transient critical power ratios (CPR's) in order to determine the Opera ting Limits. Qualification of this method is provided through comparison to transient boiling transitf on data. Application of the method to a typical licensing transient is demons trated.

\\' D This methodology and documentation completely replaces that presented in Rnference (c). Analysis results using this methodology to support the operation of Vermont Yankee Cycle 9 EOC-2 GWD/T through EOC cycle exposure,
-including submittal of Technical Specification'MCPR Operating Limit changes and revisons to the Vermont Yankee Cycle 9 Core Performance Analysis Report (Reference (e)), will be transmitted by April 30, 1982 for staff review.
The report contains information which is proprietary to YAEC.
In accordance with 10CFR2.790(b)(1), an affidavit attesting to the proprietary nature of YAEC-1299P is attached.
