(a) Radiation Assessment Branch Reviewer Site Visit and SER Chapter 12 Open Is. sues Resolution Meeting, February 26, 1982 In response to discussions with the Radiation Assessment Branch (RAB) reviewer, the following information is transmitted to the NRC Staff to facilitate their completion of Chapter 12 of the Midland Safety Evaluation Report (SER). These items and their resolution were discussed during a site visit by the reviewer and the subsequent public resolution meeting (Reference a).

The following is a list of the current open issues in SER Chapter 12, Radiation Protection, and their proposed resolution.

1. During conversations with the Chapter 12 reviewer, the NRC concluded that the designated Radiation Protection Manager (RPM) for the Midland Plant was not qualified to Regulatory Guide 1.8 standards due to a lack of operational nuclear experience. It was noted however, that the RPM at Midland would be supported by a number of experienced Health Physics personnel. As a consequence, it was determined by the NRC that an i

additional six weeks of supervisory level experience at an operational nuclear power plant would be required of the designated RPM in order to sa tisfy Regulatory Guide 1.8 guidelines. Consumers Power Company hereby commits to send the Midland RPM to an operating nuclear power plant for six additional weeks of experience in order to resolve this issue.

2. During the referenced meeting, the NRC requested that the organizational structure of the Midland Chem /HP Department be formally clarified with

functions specified in Regulatory Guide 8.8 for the RPM will be accom-i plished by a Regulatory Guide 1.8 qualified individual (or-individuals).

l' These functions will'be. carried out by either the Chem /HP superintendent or by a qualified individual (or individuals) who report to the Chem /HP-Superintendent. This information will be incorporated in FSAR Chapter 12-in a forthcoming FSAR revision.  !

Also, during the'refe;enced meeting, the NRC requested formal clarifica-

tion on the training pregram for the Midland Chem /HP technicians. During the first year of traini.ng,.all Cham /HP technicians will receive training in basic chemistry and health physics principles. After this period, technicians will receive specialized training to further qualify them in either chemistry'or radiation protection. .The training program was found

! _ to be acceptable by the NRC reviewer. This information will be incorpo-rated in FSAR Chapter 12 in a forthcoming FSAR revision.

4. Certain additional Regulatory Guides need to be referenced in FSAR Chapter 12.in order for the' NRC reviewer to complete his SER evaluation. During -
